For the past several years, California has had severe fiscal challenges. This presentation explores how California's tax system helps and hurts these challenges, what other states are doing, and how to analyze proposals, including those of gubernatorial candidates.
Presenter Biography: Annette Nellen, CPA, Esq. is a professor in and director of San José State University’s Masters of Science in Taxation program. She teaches courses on tax research, accounting methods, high tech tax matters, property transactions, state income taxation, and tax policy and reform.
Nellen is a frequent speaker and author on tax policy and reform topics (over 300 articles and presentations since 1990). She has served on the Tax Executive Committee of the AICPA and the board of the American Tax Policy Institute. She is the chair of the California State Bar’s Tax Policy Committee. In 2000, Nellen served on the academic panel that advised the Congressional Joint Committee on Taxation staff for the tax law simplification study submitted to Congress in 2001. She has also testified before tax-writing committees of the California legislature and state tax commissions.
Nellen is a graduate of CSU Northridge, Pepperdine, and Loyola Law School. Prior to joining SJSU in 1990, Annette was with Ernst & Young and the IRS. She maintains the 21st Century Taxation website and blog.
